MANY dysfunctions in most countries arise from small, unattended things. Failure to address these minor disorders can escalate into more serious crimes and even chaos. This is called the "broken windows theory," where if one window in a building is broken and not quickly repaired, more vandalism can take place and ultimately result in the breakdown of social order.

It is no different from the blatant disregard for Administrative Order 18 (AO 18) signed in April 2024 to stop the use of sirens, blinkers and other similar gadgets that produce "exceptionally" loud and startling sounds on public roads. All government officials and employees were warned to avoid using such devices to ward off other vehicles or get ahead in traffic except in case of an emergency.
