Dr. Rudolf Anthony A. Lacerna, Institute of Open and Distance Education director; Dr. Guillermo O. Bernabe, executive director of the Open University System; Chief Supt. Clint Russel A. Tangeres, regional director of the Jail Bureau; Dr. Anna Ruby P. Gapasin, vice president for Research, Extension and Development; Supt. Lino M. Soriano, warden of the Manila City jail male dorm; and SJO1 Linda C. Lominio, Welfare and Development officer of the Manila City Jail male dormitory lead the ceremonial signing of the Memorandum of Agreement (MoA) and Memorandum of Understanding (MOU) July 2, 2024, at the Manila City Jail. In collaboration with the Polytechnic University of the Philippines (PUP), they launched a tertiary education program for Persons Deprived of Liberty (PDLs) that would allow them to pursue their degree despite their incarceration.
