(UPDATES) THE Philippine Statistics Authority (PSA) has recommended the cancellation of Bamban, Tarlac Mayor Alice Guo's birth certificate because it was fraudulently acquired, throwing her identity into limbo.
Marizza Grande, Civil Registration Office assistant national statistician, told a Senate panel on Wednesday that the delayed registration of the birth of Guo and her sister Shiela on Nov. 22, 2005 was "irregular."
