The preceding appears to be the message from the US speaker of the House, Mike Johnson. And US President Joe Biden agrees.

The Hamas attack of Oct. 7, 2023 had some 1200 casualties; the ongoing Israeli attacks in Gaza have an estimated casualty of 35,000, almost all civilians.
