NTSB graduates lauded

The graduates, all former juvenile delinquents, have finished their elementary and senior high school education at the NTSB.

'Congratulations to the 27 senior high school graduates and seven elementary school graduates from the NTSB. You serve as a testament to the miracles created by second chances,' Social Welfare and Development Assistant Secretary Irene Dumlao said.
