ILOILO CITY — The provincial government of Capiz has declared a provincewide state of calamity due to the adverse effects of the El Niño phenomenon.
The declaration was made on Friday during a special session of the provincial board, following a recommendation from the Provincial Disaster Risk Reduction and Management Council.
