A wish list for the Senate

THE rearrangement of the Senate leadership this week, with Sen. Francis Escudero replacing Sen. Miguel Zubiri as Senate President, likely came as a mild surprise to the public, although such minor upheavals have not been rare in the legislature's history. We will leave it to those commentators who find the parochial interplay among political personalities fascinating to discuss the causes and implications of the Senate 'coup.' Instead, we would rather focus on the opportunities for progress the Senate's 'fresh start' offers.
