MANILA, Philippines -- The state-run weather agency said on Wednesday that it spotted cloud clusters east of Mindanao but was still outside the Philippine Area of Responsibility (PAR) and may develop into a low pressure area (LPA).
Weather specialist Robert Badrina of the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) said these cloud formations may intensify into an LPA either throughout the day or Thursday.
