Comelec bans substitution after last day of filing of candidacy

MANILA, Philippines — The Commission on Elections (Comelec) moved to disallow substitution of candidates after the last day of the filing of candidacy.

Chairman George Erwin Garcia said this was unanimously approved by the Comelec en banc during its regular Wednesday session.
