SEN. Grace Poe sought electoral reforms to prevent a repeat of the "Hello Garci" scandal that she said "robbed" her father, the late movie icon and National Artist Fernando Poe Jr., of the 2004 presidency.
The senator, in a privileged speech on Wednesday, described the alleged election fraud as a "blot in our history."
