ON Tuesday, China Coast Guard and China Maritime Militia ships again attacked unarmed Philippine vessels, in this case, two small ships belonging to the Bureau of Fisheries and Aquatic Resources (BFAR) that were attempting to deliver food, water and other supplies to fishermen at Bajo de Masinloc (Scarborough Shoal).
