THE issue of the arrival of PROC nationals in the province of Cagayan and its capital, Tuguegarao City, as well as in other parts of the province has caught national attention. Rep. Joseph "Jojo" Lara of the third district of Cagayan has filed a resolution calling for a congressional inquiry into the phenomenon.

But that this is no mere political maneuver by Lara against his opponents is clear from the fact that an academic like Dr. Chester Cabalza of the University of the Philippines has raised red flags, and the National Security Council has deemed the matter sufficiently important to warrant further investigation.
