SOCIAL Welfare and Development Secretary Rex Gatchalian signed a memorandum of agreement (MoA) with Samar Gov. Sharee Ann Tan, Samar State University President Redentor Palencia and Northwest Samar State University President Benjamin Pecayo, represented here by Ramil Catamora, to implement the agency's Tara, Basa! Tutoring Program in the province.

The signing of the MoA is part of the continuing expansion of the Department of Social Welfare and Development's restructured educational support into further locations across various regions.
