FORMER palace spokesman Harry Roque Jr. denied that a secret deal between the Philippines and China over the Ayungin (Second Thomas) Shoal was forged during the administration of former president Rodrigo Duterte.
"There was no pact or understanding that centered on a specific feature like Ayungin. Anyone who says to the contrary is either lying or misinformed," Roque said in a Facebook post on Tuesday.
