MANILA 2nd District Rep. Rolando Valeriano said on Wednesday that banning colorum public utility vehicles from roads and implementing the no contact apprehension policy (NCAP) are substantial steps in reducing vehicular traffic in Metro Manila.

He made the statement after the Management Association of the Philippines urged the government to declare a "traffic czar" due to the calamitous effect of heavy traffic in metropolitan areas.
