THE frenzied effort to make the Philippines "attractive" to foreign investors has prompted the proposed grant of ownership of public utilities, educational institutions, media and advertising agencies to foreigners. The proposal is contained in Resolutions of Both Houses 6 and 7 seeking to amend the economic provisions of the Constitution.
This is the first time this term — Resolution of Both Houses (RBH) — is being used to propose constitutional amendments.
