LAST week, the Department of Energy (DoE) and the provincial government of Cebu reached an agreement to restart oil and gas exploration in Alegria town, which lies south of Cebu City. The plan, which would relaunch the project as a public-private partnership (PPP) venture between the province and a private sector entity, presents a dilemma for the country, one that is manageable, but only if a careful and disciplined approach is taken.
