Filipinos are still proficient in English

THERE is a bit of good news on the education front. The Philippines climbed to 20 from 22 on the English Language Proficiency Index (ELPI), according to Education First, an international education company specializing in language training, educational tours, cultural exchange and academic programs. The November 2023 survey covered a total of 122 countries.
