Weather specialist Rhea Torres of the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) said the weather system would be bringing partly cloudy to overcast skies with isolated light rains over the Cagayan Valley, Cordillera Administrative Region and Ilocos Region within the next 24 hours.
