MANILA, Philippines: It is the Philippines, not China, which made "provocative moves" in the South China Sea (SCS), Beijing said on Monday as it rejected allegations that Chinese ships were harassing Philippine boats.

"There is no such situation of China 'harassing' the Philippines," China's Ministry of Foreign Affairs spokesman Mao Ning said.
