WHAT foolishness is this? The government says it wants foreign investment. It doesn't. The government says it wants the private sector as a partner with it to develop infrastructure and public services. It doesn't. Congress has told them it's worthless to try.
In a complete misunderstanding of business, Congress introduced a new bill to amend the existing law on public-private partnership (PPP) projects, known as the BOT Law, or Republic Act (RA) 6957, which has now been replaced by RA 7718.
