FORMER Supreme Court associate justice Antonio Carpio said Wednesday that the 1987 Constitution allows the House of Representatives and the Senate to meet separately and vote separately on proposed amendments to it.
Carpio was among the resource persons of the House Committee of the Whole in the deliberations on Resolution of Both Houses 7 (RBH 7).
