Israeli army proposes Gaza evacuation plan

(UPDATE) PALESTINIAN TERRITORIES: Israel's military proposed a plan for evacuating civilians from 'areas of fighting' in the Gaza Strip, Prime Minister Benjamin Netanyahu's office announced on Monday, after he said a ground invasion of Rafah was necessary.

Foreign governments and aid organizations have repeatedly expressed fears that an invasion of Gaza's southernmost city would inflict mass civilian casualties.
