Fishing in troubled waters

THERE are stark realities that we continue to confront in the West Philippine Sea. China is now a maritime power. It is also the world leader in shipbuilding. It has a coercive and heavy-handed maritime militia. It has a navy and a coast guard that operate from illegally reclaimed and militarized outposts.

The provocative actions of China as regards offshore oil and gas development have endangered our energy security.
