BACOLOD CITY: The municipal government of Cauayan in Negros Occidental is studying the possibility of declaring a state of calamity as more farmers in the town have been affected by a dry spell caused by the El Niño phenomenon, Mayor John Rey Tabujara said on Friday, February 16.

Tabujara said the affected areas are in the town's upper and coastal villages, and mostly farmland devoted to rice and sugarcane.
