Manila, Philippines: Ako Bicol Rep. Elizaldy Co, chairman of the House Committee on Appropriations, denied claims that the Ayuda para sa Kapos ang Kita (AKAP) was being used for the signature drive for Charter change.

The aid meant for low-income families was linked to the people's initiative during a Senate hearing.
