A LEGISLATURE divided — that is how it looks these days, with senators and congressmen pointing fingers over what has been bandied about as people's initiative to amend the Constitution. Even the members of the President's family are involved in the fray, with Sen. Imee Marcos identifying her cousin, House Speaker Ferdinand Martin Romualdez, as the "prime mover" of the people's initiative drive.
I will keep to the purely constitutional issues.
