ESTIMATED revenue gains from tax reform measures will be lower given planned changes to enabling laws, Finance Secretary Ralph Recto said.
"I don't have the numbers with me right now, but they will be lower," the newly appointed Finance chief told reporters late on Friday during the central bank's annual reception for the banking community.
