MANILA, PHILIPPINES: Speaker Ferdinand Martin Romualdez denied that he was behind the signature campaign for the people's initiative to amend the 1987 Constitution and challenged Sen. Maria Josefa Imelda "Imee" Marcos, who made the allegation to "prove it."

Marcos claimed that Romualdez bankrolled P20 million per district to get the signatures for the people's initiative that would enable both houses of Congress to "vote jointly" as a constituent assembly instead of "voting separately." It was a move that was opposed by the Senate who came out with a manifesto against the campaign.
