Lagman maintains 'joint voting' stand for Cha-cha

ALBAY 1st District Rep. Edcel Lagman said Sunday that he has not changed his position that both chambers of Congress vote jointly in amending the 1987 Constitution via Constituent Assembly, in response to an accusation that he has made a 180-degree turn from his previous 'separate voting' advocacy.

'On the question whether the Constituent Assembly must vote separately by chamber or jointly among the Representatives and Senators, I am not changing my position that there must be a joint voting,' he said.
