(UPDATE) HOUSE Deputy Minority Leader and ACT Teachers' Rep. France Castro on Saturday expressed dismay at the decision of the Quezon City Prosecutor's office to dismiss her grave threat complaint against former president Rodrigo Duterte.
In a 14-page resolution, Quezon City Senior Assistant Prosecutor Ulric Badiola dismissed the complaint, saying the words and phrases used by Duterte "do not convincingly establish that indeed respondent (Duterte) intended them to be taken seriously."
