A TOUGH new law banning the use of plastic and expanded polystyrene foam (commonly known under its trademark name, styrofoam) went into effect on January 1 in the city of Tacloban in Leyte. The ordinance, which we believe is the strictest such law implemented in the country to date, should be considered a model for similar laws nationwide.
