Surveys of Senate bets rate popularity, not competence

BASED on recent surveys of likely candidates for the Senate, incumbents and former lawmakers are poised to dominate the midterm elections next year. The other popular bets also have familiar names, reinforcing the observation that personality politics still rule in the Philippines. That is regrettable given the serious challenges ahead, such as how the country can become an upper-income economy and how to craft policies that can counter strong external headwinds.
