THE Union of Local Authorities of the Philippines (ULAP) has urged the government to implement water management policies to mitigate the effects of the El Niño phenomenon.
"It's about integrating the plans of water collection and water management, because if we keep collecting rainwater, we are not pumping out the excess which could result in flooding," ULAP National President and Quirino Gov. Dakila Carlo Cua said in a statement released by Malacañang.
