THE Department of Energy (DoE) wants Congress to revisit the franchise of the National Grid Corp. of the Philippines (NGCP) following the three-day power outage in Western Visayas that started on Tuesday.
Energy Secretary Raphael Lotilla said they want to review NGCP's franchise or remove its grid operator function and give it to another company.
