THE National Council on Disability Affairs (NCDA) said on Thursday that the newly signed joint memorandum circular (JMC) it forged with the Department of Social Welfare and Development (DSWD) and two other government agencies would ensure the implementation of various programs primarily designed for the elderly and persons with disability (PWDs).

Dandy Victa, NCDA executive director, hailed during the 'Bagong Pilipinas Ngayon' public forum on PTV-4 the JMC signing held last week, saying this would give extra focus on the welfare of PWDs, among others.
