POLITICIANS never seem to learn, at least when it comes to amending the 1987 Constitution. Charter change or "Cha-cha" remains unpopular because the arguments for it are flawed. Moreover, the lawmakers for it have failed to earn the trust of most Filipinos. Despite reassurances to limit the review to the economic provisions, worries linger over the possibility of extending term limits and relaxing the parts that rein in the powers of traditional politicians and political dynasties.
