BRUSSELS: Ukraine's top diplomat warned European Union leaders on Monday that if they fail to agree to open membership talks with Kyiv at their summit this week, it would have "devastating consequences."

"I cannot imagine," Ukrainian Foreign Minister Dmytro Kuleba told reporters in Brussels, where the EU's headquarters is based. "I don't even want to talk about the devastating consequences that will occur should the [European Council] fail to make this decision."
