ONE of the reasons to be grateful in 2023 is that the Pasig River Expressway (Parex) project of SMC Infrastructure has still not been granted an environmental compliance certificate (ECC) by the Department of Environment and Natural Resources (DENR). For the project to proceed, Parex needs to secure an ECC as well as permits from each of the local governments along its path.

The Move As One Coalition, the IlogPasiglahin Movement and their partner organizations are advising local governments against endorsing (or even issuing a "no objection" to) the project. These civil society organizations, which have members who are scientists, transportation planners, urban planners, architects, engineers, environmental specialists, and health and medical professionals, have concluded, after careful review of the information available, that the project will bring considerable harm to all the communities along the Pasig River, without any meaningful benefit, and expose all local government units along Parex's path to considerable risk. Based on the information currently available on Parex, the following are the expected major negative impacts of the project:
