PHILIPPINE history is replete with efforts at constitution-framing for nationhood or social ordering. Aside from the Malolos Constitution, 1935 Constitution, 1943 Constitution, 1973 Constitution and the 1987 Constitution, one could mention the constitution (1896) submitted by Gen. Edilberto Evangelista which remained unimplemented; the promulgated constitution of the Biak-na-Bato Republic prepared by Felipe Ferrer and Isabelo Artache; the Makabulos Constitution of Tarlac; and Jacinto's Pagkakatatag ng Pamahalaan sa Hukuman ng Silangan.

That's not all. In 1899, the local government of Negros published the Constitution of Negros Canton while Cayetano Arellano drafted the National Constitution of the Philippine Islands with a federal form of government. In 1900, Paterno and the Hong Kong Junta published their draft charters.
