International Criminal Court: Is it all politics?

SHOULD the Philippines cooperate with the International Criminal Court in the ICC investigation of drug-war killings under Rodrigo Duterte as president and as Davao City mayor, as well as under his daughter, incumbent Vice President Sara Duterte, when she was mayor?

And should we rejoin the ICC after pulling out under Duterte in 2019 after it launched its drug war investigation? Both policy moves are being pushed in the House of Representatives, though Speaker Ferdinand Martin Romualdez maintains the issue is not a priority and has denied pushing it.
