FORMER Negros Oriental governor Pryde Henry Teves on Wednesday, November 8, filed his certificate of candidacy (CoC) for the upcoming special election in the third legislative district of the province to fill up the vacant position left by his elder brother, former representative Arnolfo "Arnie" Teves Jr.
The special election became necessary after the older Teves was stricken out of the congressional roster for his "disorderly behavior and for violation of the Code of Conduct of the House of Representatives."
