ZAMBOANGA CITY: Over a dozen Muslim extremists and communist rebels surrendered to the Philippine military in the troubled southern region of Mindanao where security forces are battling for hearts and minds to lure state enemies to return to the fold of law.
Lt. Gen. William Gonzales, chief of the Western Mindanao Command, said Tuesday that 11 members of the pro-IS group Bangsamoro Islamic Freedom Fighters (BIFF) have surrendered over the weekend.
