THE military has started extensive preparations to ensure a peaceful and orderly conduct of a special election for a vacant congressional seat in Negros Oriental's third district.
The filing of candidacy started on Monday, November 6, for candidates in the special election, which became necessary following the expulsion of Rep. Arnolfo "Arnie" Teves Jr. who was linked in the murder of Gov. Roel Degamo last March.
