THE Philippines does not actually need to have a Department of Energy (DoE) at all and certainly is not benefiting as it should from the one it has.

That proposition was one of three compelling ideas that have come up in conversations over the past couple of weeks, and so I will be devoting this week's columns to discussing them in a bit more depth. I can only claim invention of one of the three, which I will discuss on Sunday; this and the next one on Thursday were suggested by people with roles in the energy sector. The certainty that the ideas will be deeply alarming to most, if not all, who read them makes dissecting them entertaining as well as intriguing.
