Ray Miranda, a candidate for barangay captain in Barangay Kaligayahan, Quezon City, along with his lawyer, Rosalinda Montenegro, files a complaint with the Civil Service Commission (CSC) on Friday, Oct. 27, 2023, against the incumbent chairman, Freddy Roxas, and councilors.
