THE Isabela State University (ISU) has forged an agreement with the Philippines Army's 5th Infantry "Star" Division (5ID) to modernize and advance the military's system in monitoring and managing new army recruits.
ISU President Ricmar Aquino said the university continues to provide technological assistance in empowering its partner agencies.
