THREE weather systems are affecting most parts of the country, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said Monday.
Weather specialist Obet Badrina said the northeast monsoon locally known as "amihan" is bringing overcast skies with rains in Cagayan Valley.
