LINGAYEN, Pangasinan: Gov. Ramon Guico 3rd and San Miguel Corp. (SMC) President and Chief Executive Officer Ramon S. Ang on Thursday signed a joint venture agreement for the construction of the Pangasinan Link Expressway (PLEx), a tollway that would link eastern and western Pangasinan towns.
"Today, we fulfill a major item in our platform of government for the province of Pangasinan," Guico said during a short program at the Sison Auditorium here.
