THREE weather systems - the northeasterly surface wind flow, shear line and localized thunderstorms - are affecting most parts of Luzon, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said Thursday.
Weather specialist Patrick del Mundo said that the shear line, where the cold and hot air converge, will bring overcast skies with scattered rain showers and thunderstorms in Quezon, Rizal, Laguna and Camarines Norte.
